No, you simply DON'T GET IT!!! IT IS CORRECT!!!!

Start up emacs
	C-x RET c
	iso-8859-2
	C-x C-f
	README
That is, select iso-8859-2 for opening the file, and you will see that
it displays ***absolutely** correct ...

It is YOUR EDITOR that is broken because it assumes UTF-8.

This file is, as it is also stated in the first lines, encoded in
iso-8859-2.
