Please retry by removing all caches.
Mojca or other ConTeXt experts will help you.

I think the name of the directory is determined from
currently running engine name.
I can't find a string 'luahbtex' in
$TEXMFDIST/scripts/context/stubs/unix and in
$TEXMFDIST/scripts/context/lua.

Strange message: format name and engine name are unknown
in that stage!

I attach mkfmt.log.gz created by
mtxrun --script base --ini --compile --verbose cont-en >mkfmt.log
on Windows.
