ePiX package missing

You are welcome to:
- make a autoconf build system for it
- integrate it into the TeX Live build system
- make sure that the resulting binaries are relocatable (don't expect a
  fixed path defined during compile time)

Then epix might end up in TL. But none of us has any intention to do
this work for such an old package we don't use.
