.tlpsrc files and package dependencies

Dear friends,

I noticed that by installing some packages via *tlmgr install* (for example
biblatex and beamer), dependencies are also installed by default. These
dependencies are listed in the <pkg>.tlpobj file which, in turn, as far as
I understand, are given in the <pkg>.tlpsrc file (here:
http://www.tug.org/texlive/devsrc/Master/tlpkg/tlpsrc/). i have two
questions:
(1) Is it possible, when uploading a package to CTAN, to attach the
respective .tlpsrc file with the dependencies of the package?
(2) Is it conceivable to ask each package author to provide a list of
dependencies, so that installing that package also installs the
dependencies?

This could be very useful in the case of non-full installations.
