fixing kpathsea

/[$HOME]/tex-local/texlive/2017/texmf-dist/web2c/texmf.cnf
/usr/share/texmf-dist/web2c/texmf.cnf

This is why I suspect the gentoo devs might be right, that something is
wrong with how my kpathsea is working. If I su into a root user, the path
given doesn't include the local TUG TL, but kpsewhich still finds that one
first, and not the system one. Where else might this be set?
