Is Gentoo Debian based?

The file itself is not read by kpathsrs, you probably need a call to update-texmf, it that exists.? 

If not, then Gentoo doesn't use /etc/texmf/texmf.d anymore.

We got rid of this in Debian in 2018, but I don't know what Gentoo of doing.
