grffile.dtx should generate two .sty I'm not sure what happened. The import script can cope with a bare .dtx. I just reran it, through tex, and got the .sty's. Should be there after tonight. So, fine not to have .ins, and definitely preferred not to have .tds.zip :). Sorry for the mistake. --thanks, karl.
