regression/bug in graphics inclusion with double extension

Ahh, so that means that 
- before 2019-09-30, and with grffile using, the above did work
- 2019-10-01 and 2019-10-01 pl1, even with grffile is broken
- 2019-10-01 pl2, with grffile, will work again.

Is this correct?

That explains the regression.
