tlmgr Signature Verification Errors

To whom it may concern:

I have been getting messages like the following fairly frequently the last
couple days:

./tlmgr: signature verification error of /tmp/u9ddx8hJ1T/4mcBh8Y3Tf from
http://www.ctan.org/tex-archive/systems/texlive/tlnet/tlpkg/texlive.tlpdb:
cryptographic signature verification of
  /tmp/u9ddx8hJ1T/SYAN2PCrWR
against

http://www.ctan.org/tex-archive/systems/texlive/tlnet/tlpkg/texlive.tlpdb.sha512.asc
failed. Output was
gpg: Signature made Wed May 29 23:39:33 2019 UTC using RSA key ID 19438C70
gpg: BAD signature from "TeX Live Distribution <tex-live at tug.org>"

Please report to texlive at tug.org

I can usually install the desired packages after a couple of attempts, but
I thought I might as well report it.

I'm just using the default texlive installer from
http://mirror.ctan.org/systems/texlive/tlnet/install-tl-unx.tar.gz without
changing any of the settings myself. Building the attached Dockerfile fails
frequently on the last step (but not all of the time).
