"command_line_encoding=utf8" in texmf.cnf on windows?

The next latex format will contain code to improve handling of
non-ascii file names (the code can be already tested by inputing
utf8andspace.tex from
https://github.com/latex3/latex2e/tree/utf8andspace/base).
For me on windows 10 it only works if I add
command_line_encoding=utf8
to my texmf.cnf.
Would it make sense to add this as default to the cnf? Or to have an
option somewhere to enable it?
