[pretest] tlmgr --gui aborts with error

Yes, the TeX Live Manager menu shortcut points to tlshell and it runs
fine.

IIRC the old perltk gui offered the possibility to list packages/schemes
which are *not* installed. I don't find this in tlshell. Is it planned
for the future?

Then probably it makes sense to also remove the --gui stuff from tlmgr
--help.
