tlmgr.bat could scan its parameters and divert to tlshell if it
detects [-[-]]gui, similar to install-tl-windows.bat.

The tlmgr-gui shortcut has already been replaced with a tlshell
shortcut but I guess we should remove tlmgr-gui altogether.

For other platforms, there is of course no such problem.
