[pretest] getting rid of gpg warning

Like in the last three years I get on my laptap a warning that no
gpg is available. 

Tring to install it from Norbert's site with 

C:>tlmgr --repository http://www.preining.info/tlgpg/ install
texlive.gpg.win32

gives:

tlmgr.pl: The TeX Live versions supported by the repository
http://www.preining.info/tlgpg/
  (2016--2018)
do not include the version of the local installation
  (2019).

Has the location/the requirements changed here or should I simply
wait a bit?
