tlcockpit wrapper missing on windows

    This is a copy of epspdftk.exe by siepo.

I copied epspdftk.exe by Siep to wrunscript.exe as a parent of GUI
wrappers. Thus wrunscript.exe == epspdftk.exe == tlcockpit.exe
at present. Other GUI wrappers seem to be compiled independently.
Is the present status OK, Siep?
