Howdy,

Startup of tlshell in a fully updated TeX Live 2019 on a Mac with macOS Mojave fails:

Error in startup script: key "tlshell" not known in dictionary
    while executing
"dict get $::pkgs tlshell localrev"
    (procedure "initialize" line 84)
    invoked from within
"initialize"
    (file "/Library/TeX/texbin/tlshell" line 2372)
