cannot update TeXlive, nor use LaTeX

I compared 
tlpkg/tltcl/tltcl.tcl
in my computer
with what is in 
update-tlmgr-latest.exe
that I downloaded fresh today.


tlpkg/tltcl/tltcl.tcl
in both places is identical
same date-time, same files size, same SHA256 signature.  

created:  Wednesday, ‎April ‎03, ‎2019, ‏‎11:06:28 AM
size:  15,302 bytes

Irrelevant whether it is in the installer, but it is in texlive.infra?
And if yes, are *all* files that are necessary for a concerted update in
the texlive.infra?
