cannot update TeXlive, nor use LaTeX

As to TeX Live Manager:

Somehow, tlpkg/tltcl/tltcl.tcl did not get updated. However, it is
part of the .zip and .tar.gz installers, so you can manually copy it
from there.

Karl, Norbert, can one of you look into this?
