[tex-live] l3kernel update is missing

On 2.1.2019 an update to l3kernel was announced. 
But until now it hasn't found its way into texlive. I still get

c:/texlive/2018/texmf-dist/tex/latex/l3kernel/expl3.sty
Package: expl3 2018-12-12 L3 programming layer (loader) 


Correct would be 
Package: expl3 2019-01-01 L3 programming layer (loader)
