It seems that the Windows installation is broken.  Cygwin should never
be mentioned in any path on Windows.

Of course, there is no AppData directory within the Cygwin tree.

If TeX Live is installed on a server, all one has to do is to add the
bin/<platform> directory to PATH.  On Windows,

  echo %PATH%

should never mention cygwin.  If it does, try to fix it yourself or
send us the output of echo %PATH%.
