I've adapted the patch to pdfTeX:

(Changed files: web2c/texmfmp[-help].h, web2c/lib/texmfmp.c, 
  web2c/ac/web2c.ac and pdftexdir/am/pdftex.am. No changes to WEB sources)

My patch adds -conf-level option for specifying lz4 compression level to engines.


Result:
  latex-dev.fmt:    2686969 (former: 8067042)
  pdflatex-dev.fmt: 2687052 (former: 8067104)
