In W32TeX, I'm distributing small wrappers like
myxetex.exe, etc.,
which putenv command_line_encoding=utf8, and
execute xetex.exe, by removing the prefix "my".
I can add them with simple document (myexename.tex, and myexename.pdf)
as 'wintools'.
Users can use them when they need non-ascii names.
I believe this is the safest way.
What do you think?
