[tex-live] a problem with texdoc layout

Hi Jean-François,

actually, the result is slightly different on my computer:

$ texdoc -l layout
 1 /usr/local/texlive/2018/texmf-dist/doc/context/third/layout/t-layout.pdf
   = Package documentation
 2 /usr/local/texlive/2018/texmf-dist/doc/latex/handin/layout.pdf
 3 /usr/local/texlive/2018/texmf-dist/doc/latex/latex-refsheet/layout.pdf
 4 /usr/local/texlive/2018/texmf-dist/doc/latex/tools/layout.pdf
 5 ...

This result reproduce several times, so it seems stable (as it should be).
I'm not sure why there's a difference... do you have your personal texdoc.cnf?

If it is possible, please show me your personal texdoc.cnf files (if any)
and the debug output for `texdoc -Dl layout`.

Anyway, I can agree that it is better to put "tools/layout.pdf" the first,
so I will handle that.
