[tex-live] Windows installer message: 'xz.exe is not recognized'

Hello All,

Today I tried install TeX Live 2018 on Windows 8.1. I did the next steps:

1. Downloading and extracting install-tl.zip
2. Running install-tl-windows.bat

I got the following message:

...
Installing to: C:/texlive/2018
Installing [0001/3600, time/total: ??:??/??:??]: 12many [376k]
'c:\install-tl-20180523\tlpkg\installer\xz\xz.exe' is not recognized as an internal or external command, operable program or batch file.
...
C:/texlive/2018/texmf-dist/web2c/texmf.cnf not found: No such file or directory at C:\install-tl-20180523\install-tl line 1223.

I think it is a Windows installer bug! Now, there is only one way to install TL2018 on Windows, using texlive2018.iso.
