[tex-live] tlmgr bug

If you have the texmf-var/ls-R not writable by the user that installed TeX
-- because several reason, one of them having run the command "sudo
texhash" which is recommended in a thousand places and required for some
font installations... then a "tlmgr --update all" will die with:
Transcript written on mllatex.log.
fmtutil [INFO]: /usr/local/texlive/2018/texmf-var/web2c/pdftex/mllatex.fmt
installed.
TeX::LSR: ls-R file not writable, skipping:
/usr/local/texlive/2018/texmf-var/ls-R
Cannot write ls-R in /usr/local/texlive/2018/texmf-var. at
/usr/local/texlive/2018/texmf-dist/scripts/texlive/mktexlsr.pl line 583.
tlmgr: package log updated:
/usr/local/texlive/2018/texmf-var/web2c/tlmgr.log
tlmgr: An error has occurred. See above messages. Exiting.
Correcting the permissions and running tlmgr again produces:
tlmgr update --all
tlmgr: package repository http://linorg.usp.br/CTAN/systems/texlive/tlnet
(verified)
tlmgr: saving backups to /usr/local/texlive/2018/tlpkg/backups
tlmgr: no updates available
and it never goes back to the rest of the updates.
