[tex-live] Installing TL18 on Win10 - permission denied

As I said, the installer package (install-tl-latest) will contain the
fix starting from tomorrow, but after the installation the old TLPDB
module is used unless tlcritical is used or after we push out the
current status.

The biggest problem - and practically all reported errors - are during
installation, so that might help already.
