[tex-live] Help with new package

Hello,

I would like to create a package. This is TTFont and small style to using it.
The font is on OFL licence the style is Public Domain.
I must create 2 packages?
On this web page http://texol.herokuapp.com/lualatex
is example: latex source, lua source and style.
Font are on http://texol.herokuapp.com/Texol-Texol-Regular.otf

Anybody can help me with this?
