[tex-live] Installing TL18 on Win10 - permission denied

We keep getting a permission denied on renaming

texlive.tlpdb.tmp 

to

texlive.tlpdb

We cannot disable AV (company policy does not allow us). The AV log does not show any recent blocking, so AV might not be relevant to this.

My test right now (in a VM) got to ~150 pkgs installed before I got this error. Yesterday on a real PC we got to ~1500 pkgs installed twice.

Any suggestions?
