[tex-live] csquotes update missing

Dear all

It seems that the last csquotes update (5.2d, released to CTAN 2018-04-13),
slipped through the cracks of the TL18 preparation. Per today, it still
holds 5.2c.

The update fixes an incompatibility with LaTeX 2018.
