Should one perhaps mention in the TL18 list of changes that support for
XP was ultimately discontinued?

Earlier it was mentioned in the system requirements that Windows 7 and
higher is officially supported and that it may likely work also on XP.

But now it is more rigorous in the sense that the installer refuses its
job when ran on XP.
