I will do this as fallback in addition. Nevertheless it solves only part of the problem. Older UNIXes do not have /usr/bin/env and it will definitely not work on Windows. Thus the wrapper scripts have to stay. It would be nice if TeXlive just honors them in the way they have been intended and work.
