[tex-live] suggestion: include kbordermatrix in TeXLive

No it doesn't. You can release your Work as unmaintained.

But I concur that doing so is more complicated than need be for
kbordermatrix. I could make things still more complicated, but will
refrain :). Instead, for concreteness, let me suggest the BSD 2-Clause,
just because it is short:

Kim: just copy the text shown there into the top of the source file(s),
or in the accompanying README, or (preferably) both, and put in year and
your name in the Copyright line.
