[tex-live] since when does platex format incorporate e-TeXextensions?

The 2010 TeX Live release of platex reports:
pTeX 3.1415926-p3.1.11 (utf8.euc) (TeX Live 2010)
kpathsea version 6.0.0
ptetex 1.1.1
The 2011 release says
e-pTeX 3.1415926-p3.2-110415-2.3 (utf8.euc) (TeX Live 2011)
kpathsea version 6.0.1
ptexenc 1.2.0
The 2018 version says
e-pTeX 3.14159265-p3.8.0-180226-2.6 (utf8.euc) (TeX Live 2018)
kpathsea version 6.3.0
ptexenc version 1.3.6
Thus, the change from pTeX to e-pTeX appeared with TeX Live 2011.
