[tex-live] tlcritical->tlnet for downloader/compressor

Hi Norbert,

please, find log files attached for both systems: win7 and winx.

Note, that on both systems all updates from Microsoft have been installed.

I've removed both environment variables TEXLIVE_COMPRESSOR and
TEXLIVE_DOWNLOADER before I've called tlmgr again.

Due to the fact that I've installed all packages I was required to
remove one package in order to be able to reinstall it. On both systems
the result is the same: the backup fails.
