one more thing,

TEXLIVE_DOWNLOADER should be irrelevant. By default LWP is used, and if
curl is not available (like on most Windows system), it will simply not
be used.

Please do not set
  TEXLIVE_DOWNLOADER
it is faster with LWP, and has no connection with the compression
problem.
