[tex-live] Unable to install package with tlmgr

Hello,

I got the following error when attempting to install the placeins 
package on my system, and the error message instructed me to report it 
to you. Is there any way I can install the placeins package using tlmgr?

[erebus at the_void ~]$ sudo tlmgr install placeins
