[tex-live] Problem with installation: cannot determine release!

If I run

update-tlmgr-latest.exe

the console remains black (maybe there are not-displayable chars), and
disappears when the execution finishes, attached you find what I see if I
click "show details" of the pop-up of the program.

After having done that, if I run

tlmgr update --list or tlmgr update --all or tlmgr update --self

I get a long empty display (maybe there are not-displayable chars) with, at
the end:

at C:/texlive/2017/tlpkg/TeXLive/TLPOBJ.pm line 103, <TMP> line 1.

If I run tlmgr version, I get:

tlmgr revision 46207 (2018-01-04 19:34:36 +0100)
tlmgr using installation: C:/texlive/2017
TeX Live (http://tug.org/texlive) version 2017
