[tex-live] fmtutil-sys --byfmt pdflatex >> No formats found

Hello,

after purging and reinstalling texlive I am not able to process simple 
.tex files.


$ pdflatex doc
This is pdfTeX, Version 3.14159265-2.6-1.40.16 (TeX Live 2015/Debian) 
(preloaded format=pdflatex)

I can't find the format file `pdflatex.fmt'!

Obviously there is a format file missing. I tried to re-create it, but 
without success:

$ sudo fmtutil-sys --byfmt pdflatex

Any idea how to solve this?
