[tex-live] Different behavior of options in mktexlsr (windows/linux)

You mean the output to stdout is different? Yes, because the one is a C
program and the other is a shell program which are developed
differently and independently.

Functionality-wise they are the same.

THat has to do with the filesystem of Windows, and not with anything
else.
