[tex-live] tl2018: unclear how to report bugs

First, a lot of thanks for TeXLive!  Now the compaints:

A) In the (fully) installed TeXLive tree, I could not locate any
   information about reporting bugs (upstream, or with TeXLive).

B) Googling lead to https://www.tug.org/texlive/bugs.html
   However, this page says:
       report it to the package maintainer
   but there is no mention of how to locate the package maintainer.

C) Looking through the installed tree, I can find
     • latexbug.pdf
     • A small handfuls of files named *.BUG
   I suspect that they may contain the required info (at least
   latexbug and texmf-dist/doc/fonts\dejavu/BUGS do).

D) I see that CTAN contains a field “Maintainer”.  To test whether it
   is managed by TeXLive, I grepped through ./tlpkg/** — but I could
   not find any mention of Farar (who is “Maintainer” for dejavu).

   For best results, this info should be easily available locally in
   the TeXLive directory (possibly, also via tlmgr?).

E) Being the largest (or one of the largest) aggregators, I believe
   that TeXLive has enough weight to force an better infrastructure
   for streamlined bug reporting for TeX components!

   (And this has a chance to decrease the load of misdirected you
   definitely receive…)
