Hi, just one short remark

*every* kpsewhich has some path hard-coded into the binary. 
This is unavoidable because it needs to find the initial
texmf.cnf. These hard-coded path are normally relative
to the location of the kpsewhich binary, but some 
installations (like Debian/TeX Live) hard-code the path
because it is well known.

As Reinhard wrote in a later email, yes, after the initial texmf.cnf
is found, you can changes *all* variables to point to arbitrary
locations.
