[tex-live] Build binaries with static libraries

Hello,
I'm using Archlinux x86-64, it is rolling release so my system has most
fresh libraries, therefore two programs: asymptote and xindy currently
don't work (missing libraries).
Is it possible to build binaries for TeX Live 2017 with static
libraries?
