[tex-live] synctex bug

syntex has a bug in connection with \pdfrefxform (and the similar
command of luatex). 

The problem has already been reported in 2009

The bug affects synchronisation if the clip-Option of
\includegraphics is used (which is implemented with \pdfrefxform) 

e.g.

and is also imho the source of this problem

Could someone tell me who maintains synctex today (if ever) and
where to report the issue?
