No, mktexfmt is never called as an installation process.
In the installation, fmtutil-sys is called.

The mktexfmt is called when a user invokes an engine, for example
xetex test.tex
if xetex.fmt does not exist.

Thus, usually, it is rare to see mktexfmt is running.
