[tex-live] mktexfmt -> fmtutil-user/sys

Does your more recent statement (i.e., the one cited at the beginning of the message) mean that if the situation encountered which led to our earlier correspondence were to re-occur, "mktexfmt" would now invoke "fmtutil-user" rather than "fmtutil-sys", and would I therefore once again have to run "fmtutil-sys" manually as you earlier recommended ?
