[tex-live] Debian TeXLive messing up TL 2016

First, to get rid of the stuff that was installed as a dependency of 
latex2html (which has now been removed), use `apt-get autoremove`.  This 
should remove the packaged version of TeX (and any other packages which 
were installed as dependencies of a package which has been uninstalled) 
and get your TeXLive installation back in working order.

Once that's done, follow the instructions on the following page to make 
apt-get aware of the TeXLive 2016 installation that you already have:

Once that is done, you should be able to install latex2html without 
apt-get trying to install the TeX version in the repositories.
