[tex-live] Problem with script converting gost package from CTAN to gost package of TeXLive

TeX Live is a distro with its own infrastructure, its packages are prepared
for direct installation. CTAN's aim is to mak file easily browsable. In
addition, TeX Live is not the only TeX distro, there are others, so why
should be compatible with just one of them?
