No. This year MacTeX dropped support for old OSes, so one can no
longer use the old installer. And Perl/Tk on Mac is both non-trivial
to install and looks super ugly. Of course you can always say that we
should not bother about those users who can always install TL2016. Why
would they want the latest TL binaries if they refuse to upgrade or
buy new hardware?
It's just that I would find it a pity to spend a lot of time writing a
new GUI that would hardly benefit anyone and would not be really
portable.
As for the users of the latest macOS: why would they use another
installer if the existing one works perfectly? Unless that new
installer would be really *top*.
