[tex-live] hvfloat misplaced?

Hi

Documents using the package hvfloat do not compile (`! LaTeX Error: File
`hvfloat.sty' not found`) even though the package is installed. I suspect
that the package is not installed at the right place. In my installation it
is located here:

texlive/2016basic/texmf-dist/doc/latex/hvfloat/latex/hvfloat.sty

It does not seem right to be under `doc`
