[tex-live] bibtex apalike.tex/.sty

Hi,

in the package bibtex, i think
apalike.tex and apalike.sty should move from docfiles -> runfiles

While looking through the docs, here and there one finds .doc-files.
It feels a bit strange and pointless to me to use a another/proprietary 
format for tex-documentation. Btw, only about 0.25% of all 
documentation-files are .doc-files
