[tex-live] Bug in TL infra

I removed the empty entry and updates the infra from TLU -> empty entry reappeared.
TLU said that the update succeeded.
I updated with tlmgr --self and everything was fine.
I updated with tlmgr --all and everything is fine.

One question: Is an infra update in TLU different from tlmgr update --self?

I noted problems with TLU updates in the past that I could fix by using the Terminal.
This could be an old bug not related to pretest at all.
